Zavala is in distress and seems to have lost his belief in The Traveler but things are even worse as he has decided to go off on his own.
This can be a big problem, especially with The Witness trying to get into everyone’s skin and you will need to make sure nothing bad happens.
You will need to head into The Abscess and make your way into the area along with Targe to find out where he has gone off to.

How To Get Dissent Mission?
Dissent is a mission that becomes available during quest step 24 of The Final Shape main quest and involves the search for Zavala.
This begins after you have previously consulted with Ghost after Crow had attempted to speak with Zavala to make him reconsider his motives, which failed.
Dissent Mission Walkthrough
Completing this mission is one of the easiest things to do in The Final Shape as you simply need to continuously fight through enemies and interact with statues.
Some statues will be within reach right away while others require you to defeat multiple waves of enemies before you can interact with them.
Following the waypoints will allow you to reach each statue until you reach the final part of the mission where you find Zavala.
As you progress through the mission, you will encounter areas where the Howling Plague of the Witness is present until you leave.
This causes you to move slower and prevents you from using your Jump Ability, which can make you vulnerable to certain enemies.
Fighting through enemies in the Howling Plague of the Witness will not be that difficult if you take out your enemies as fast as possible.
Each time you communicate with a statue, more will be revealed after Targe questions it and eventually, you will pick up on Zavala’s trail.
After traveling through The Transgression and encountering numerous enemies and interacting with the nearby statutes, you will find yourself facing off against 3 Devoted Acolytes.
This is considered as a final challenge that you face before you will be able to reach Zavala, requiring you to defeat all 3 of them after they have scattered.
Upon reaching the room, they disappear but you can track their locations on your radar and take them out one by one.
Once they disappear, head toward each of the Devoted Acolytes and take them out but be careful as there will be other enemies in the area.
More enemies will also continue to spawn as you hunt down each one of them and when the final one has been defeated, you will need to proceed and fight the Devoted Commander.
The Devoted Commander is a stronger version of a Tormentor and seems to mainly deal Void damage to you but defeating it shouldn’t be too hard as long as you keep moving around.
There will be a nearby lock that you can activate once the Devoted Commander has been defeated and interacting with it will allow you to continue.
After trying to find Zavala, Targe will have gone ahead and you will need to follow by crossing the huge area ahead of you as you head to the waypoint.
You will be crossing different platforms, stairs, and pillars as you make your way to what Ghost mentions to be the Source of Light but will then encounter the Pillar of Devotion.
Defeating the Pillar of Devotion requires that you remove its shield by first defeating the Subjugators of the Devoted and use an Aegis that appears to take out its shield.
This needs to be repeated twice before you can defeat the Pillar of Devotion and once defeated, you will need to rush to the waypoint to find Targe and Zavala.
Things may get a bit intense in this part as you will need to escape the area as enemies fire at you and some of the paths start to disappear.
Following the waypoint is your best way to get across the area and find a way that leads you away from the dangers around you.
Once you are safe, you will eventually be able to follow the waypoint that leads you to Zavala and once you reach him, a cutscene begins.
Dissent Rewards
After reaching Zavala the quest will be complete and you will gain XP for completing the mission you will also be able to progress further with The Final Shape main quest.
During the mission, you will be able to open a Prismatic Chest that unlocks a Prismatic Fragment, allowing you to later alter your Prismatic Subclass build with it.
Additionally, enemies may drop loot and there will be chests that you may open to get even more loot as you go through with the mission.
Summary
Zavala thought that he had lost everything and had given into the Darkness, which almost had him claimed by The Witness.
All of a sudden, Targe interfered and by sacrificing himself, Zavala was forced out of the Darkness where he escaped the grasp of The Witness.
Zavala had been saved but a steep price was paid as Targe had been destroyed by The Witness, leaving him without his Ghost.
